Smaller market teams can compete just fine in the nfl. In baseball for example small market teams have maybe a 2% chance of winning it all and that's if they have a miracle year. Free agency exists everywhere and football has the least worst situation in terms of dealing with it's ramifications by far. I think to answer the question parity does exist in the NFL. In fact the big spenders seem to have little or no advantage at all with the Redskins leading the way in that category.
