Bill Belichick singled himself out by cheating. The voters singles Bill Belichick out for recognition. So, that's why were singling him out for criticism and calling BS on the award.
I realize that a lot of people chalk up criticism of Belichick to his team's success. I'm going to call BS on that as well. I actually rooted for the Colts to go 16-0. Why? Because I like Peyton Manning and I respect Tony Dungy. And, more generally, I could care less if an AFC team that we don't play goes 16-0 in dominating fashion. I could care less if an AFC team we do play goes undefeated (save for the games in which we play them). So, again, I call BS on any notion that the Pats are disliked by many because they are winners. You don't hear people complaining about teams like the Steelers or the Colts when they are hot. Ask yourselves why.
