Besides all that, he could have just made GW head coach without interviewing ANYONE, and then the Rooney Rule would not apply. At least that is what is implied by the wording of the rule. Someone posted it in another thread but it said something like: "if an owner interviews outside their organization then a minority candidate must be interviewed as well."
Even if I am reading that wrong, they could have reworked Williams' contract before Gibbs retired so that the Rooney Rule would be bypassed. Snyder obviously wanted to weigh his options.

Your incorrect. The rooney rule did apply, they HAD to interview a minority. It was not in the contract language for GW to "fall" into the HC job if Joe were to retire or quit.
Might have been a little late to try to change someones contract, when your HC just floored you with I'm stepping down.
