He's saying (not very coherently) that earlier picks are the most valuable because they are more likely to produce young starters than later picks, which are more likely to produce backups or players who don't make the team.
Basically, that if you are going to trade picks, it makes sense to trade the later ones and use the earlier ones.
It's overly simplistic, but generally I agree.
