I don't get this at all. I felt the need was more along the O-line -- it's still good, but aging. It's the most important group of players on a football team, and this organization appears to be content with milking the current guys for all they're worth without preparing for their inevitable decline.
Or they really didn't like any of the O-linemen at this juncture.

Typically O-Linemen can be found in some of the later rounds - outside of LT - plus 8 guys went in the 1st and some more in the 2nd so I can see skipping on that position. Skipping on Campbell for Fred Davis especially is what surprises me.
