Well if the reason that he was not there was only to distance himself from McCain having him speak Via satilite link would not have made any sense. I think after Katrina they did not want anything to happen while Bush was at the RNC giving the Dem's aimo to attack them.

The Dems. would have a comercial going showing Bush at the RNC and then showing people suffering and with the tag line of he was not their for you and tying it to the McCain as not carring.
