Garcia is reaching that point of his career where his physical deterioration might start catching up to him. He's not a big guy, so he does need significant arm strength to make all the throws. The Bucs can't count on having the 2002 Garcia, or the 2006 Garcia, or even the 2007 Garcia. When those close completions start turning into INTs, he's valueless.
