I don't know much about Stan Hixon, but this situation reminds me of the Simpsons sequence where Lenny is in charge of the powerplant.
"Um, work harder people," he says.
I think there's an assumption here that if we could get a real Lenny in here, instead of that bum Hixon, our WR production would improve.
But it probably won't do anything.
I don't even think it's worth the buyout cost to fire Hixon. If his contract expires, we can go in a different direction for his sake. But until then, seems like sort of a witch hunt to blame a guy for not rescuing the careers of crappy WRs.
