Kudos for running such a good site, and keeping such a good cap accountant around in CC. His stuff makes analyzing the numbers pretty easy.
By the way, your user title is right on. Doesn't matter what the rule is, the Deion Rule, the 30% Rule, whatever. Every year the Redskins swarm a pack of contract lawyers on those sections of the CBA, and every year they find a way to circumvent the cap. This year it was done in the form of option bonuses (see Samuels and Haynesworth). Cash is king, the cap is flimsy.
It's a big reason why I'm not so concerned about a capless NFL. We're already operating around the cap's obstacles anyway. Doing away with it just makes it easier on the front office. Either way, we still get our guys.
