Doe cuts class , fails to put the time in to study , graduates ; does not attemp to learn a skill that will pay him a fair wage ... that is his choice . If J. Doe decides to ... drink, smoke , never exercise and like most people who have insurance , not go to a doctor , then even the best Ed. & HC system will do J.Doe and people like him any good .
