Pepper.
Why would it?
a.) Makes people sneeze. This could lead to higher healthcare costs.
b.) Often used in controlling unwanted animals. The abuse must stop.
Why won't it?
a.) It's black. Only white seasonings need to be taxes and restricted.
b.) Red is a favorite color of Communists.
