I'm sure the lack of draft picks in recent years plays a part in that. So when you look at the shear number of over-30 vets signed this year, some of not most will be seeing significant playing time.

Sandtrap, what would you do in this situation: You are a new coach who needs to overhaul the roster. However, it is the beginning of an uncapped year so there are fewer young free agents on the market. You also do not have your full number of draft picks.
What you would do is bring in many older players who might fit your system. If some of them stick, then you've found contributors. If they are too ancient to be capable, you would cut them.
The fact is that if you look closely you will see that Shanahan is trying to get younger but lacks significant resources for doing so.
