same thing except now he walks in with his 7 y.o. daughter, and as they leave the counter he explains that she should make sure any boys she is with uses these. Should the clerk do anything? Wouldn't DSS be called by any bystander that saw this transaction?

Sex of the child dosesn't matter. What is the moral equivalence between your story and the schools teaching about condoms and making them available to all students?
