A few more tips I would add:
1.) Teach your kids to swim well from an early age
-- an ounce of prevention...

2.) Never leave children unattended near water
-- children can open doors, so don't think because the door is closed they are safe

3.) Learn CPR
-- if you can't take a class, then at least read a book about it
