Article III section 2
In all Cases affecting Ambassadors, other public Ministers and Consuls, and
those in which a State shall be Party, the supreme Court shall have original Jurisdiction.
You know you really should take time to read it, your understanding of it would then be profound, ummm, like, ummm the lower courts have NO legal right to render a ruling. Capisce?
