I'd of course have to see it differently. We have Portis, and Williams at RB now. We just picked up Simpson, who I don't think can be put on the PS, although I could be wrong. So that means we have 3 RB active already even though one is still learning the offense. Why activate 4?

Simpson is definitely not up to speed playbook-wise. He may not even be active this week.
Also, Shanahan has always split the carries of his backs. CP never broke 300 carries in season during his early years in Denver, although he did get the majority of the carries.
