Really? It is better to wait a year and be drafted by, say, Buffalo or Cincinnati, rather than going to Carolina?
Don't say that Carolina is a struggling club. Luck is destined to be drafted high by some struggling club next year.
Personally, I'd rather play in Charlotte than in Buffalo.
