Having a quick release and the ability to process defenses quickly enough can be a difference maker to improve your in-the-pocket efficiency. If you listen to the critiques of Locker by the draft experts, they say that he cannot at this stage handle a pro-set offense because he looks lost due to the fact that he does not go through his progressions and starts to panic.
But the guy looks as if he will get it together someday with familiarity of running a NFL style offense. Practice, practice and more practice will atone his misgivings.
At number #10, I would prefer going in a different direction by selecting a defensive player.
