Think of it like this. If a mechanic wants to rebuild an engine, he doesn't just simply add parts to it that he needs, he takes the engine apart, tests parts that he thinks works, gets the parts that he needs to replace, puts it together, and then tweaks it until he knows it working in unison with the other mechanical parts of the car. That's pretty much what Mike had to do this year. He's in the taking things apart and testing each piece deal. Next year, he knows a little more about what he needs and hopefully once he gets the pieces in place (which might take a couple more seasons,) he should then have a team that just takes a few tweaks here and there, but is ready to compete.
Mike Shanahan didn't take the engine totally apart and rebuild with brand spanking new parts. He wanted to "win soon", which means finding scrap parts from various places and hoping it would all work in the end. That's why he didn't jettison AH, brought in Mcflabb, brought LJ, brought in Parker, brought in Kemo.
