I think most people don't understand Shanny's stance. It's goes something like this. If you come here and accept our money, be prepared to play. If not, I'm going to put you in football exile to rot.
Otherwise, you open yourself up to other free agents to come get paid, loaf/bullshit and get cut so they can continue their careers on another team. Him being cut is exactly what he wants. You don't give a player like that what he wants. Putting him into exile is worse.
