Now in this particular incident I agree the big kid should not be charged he was basically defending himself, was he suppose to stand there and just get punched in the face?

In principle your response is correct, but going all tattle tale on a bully is much more likely to get you worse beatings, and/or someone waiting for you outside of school, or for when you get off the bus.
I mean honestly, who here that went to public schools can remember when
anything good came from somebody "tattling"
