They're not.
Making plays is all about sustaining drives, converting 3rd downs.
NFL.com keeps track of a great stat that only shows up on player match-ups: percentage of runs resulting in 1st downs:
For example Aaron Rodgers
rushed for 356 yards for 5.6 yards per carry,
34.4% of his runs resulted in 1st downs.
The ability to turn a possible sack into a non-sack in itself is a drive sustaining form of playmaking.
