Doesn't the President and the VP have to directly interact with high level officials both within AND outside of the country. If you can't form a coherent thought how is anyone going to take you seriously?

First impressions and perceptions are very important for those types of interactions. Obviously there needs to be substance behind the talk, but if you can't even get the talk right there's an issue. Additionally, I don't think there is much substance with her either.
