This was prompted when a locker room interview with Cedric Benson where this was seen in the background, affixed to his locker:

Statement by Commissioner Goodell - "Billfishing is a troubling off-field activity that puts a stain on the entire league's image. I was willing to let it stay under the radar that some of our players are involved in this against my advice, but on Sunday when billfishing found its way onto the field for the entire world to see, then Mr. Benson's deliberate message when the cameras were on him...I must take swift and severe action to put a stop to this for the safety of our players and the product image of the NFL."
