If I recall correctly newer students at USC were given the option to transfer within the FBS without the normal eligibility consequences. I imagine if the banhammer does get laid down that Penn States players would have similar options.

The thing about that is no NCAA violations occurred so I don't see how any sanctions could occur against their football program.
