I think there are bigger things to worry about... and I doubt this is really all that hard to bypass if you want to get around it.

They best way to figure out if new ideas are good or stupid is to test them. the good ones spread to nearby counties and the bad ideas get revoked and go away.

I think school uniforms are stupid, but their effect on grades seems to be significant.
