The question wasn't whether the "system physically allows" it. The question was, "Is it cheating?" They are different questions.

Perhaps instead of changing the system, they should just get honest people to play. If people have a sense of sportsmanship and fair play, the system settings won't matter. The computer may have no sense of intent but honest people will.
