Ok, in one sense, he as "cheated". He has not violated any
explicit rules, but rather an implicit one, which is the "spirit" of the trade deadline. Said purpose of that is to prevent organized deals from taking place.
But in zero-sum games like these, until you start enforcing(if you can), they'll always keep on cheating. That's why Yahoo implemented vetoes to stop the same user from beefing up one of his teams with two accounts in its public leagues(and the veto system itself can be abused to prevent certain fair trades too, and good faith is the only thing stopping it from being abused. In competitive leagues, it will be abused).
Although I must say, it'd be interesting to see the arguments for and against whether the "spirit of the law" regarding the trade deadline is applicable to planned drop/adds. /nerdy last paragraph
