Ryan Tannehill? I'm not sure which games you've watched but in every game that I've seen Tannehill displays above average velocity on all the litmus test NFL throws. (deep out and deep comeback from the far hash, deep sideline, seam route)
Plus he's doing it in an offense that is a direct variant of Mike Shanahan/Kubiak offense.
