It's pretty safe at this point. It looked bad early on in the FA period before the linebacker market set. At this point, I feel comfortable saying that no one will beat the offer the Skins have on the table.
The Skins might have to raise the offer a bit to actually get him to sign, but he's not out there taking FA visits or anything.
