I dont live up there. In your opinion does most of the back up on 95 South come from where the HOV lanes on 95 end and merge back into the rest of 95 South?
Whenever im driving back to Richmond on a Sunday it seems that the congestion at that point is the primary root for the rest of the 95 South back up. If more people are driving in the HOV lanes im wondering if it could make the congestion worse,
specifically for that area?
