Wouldn't it make the most sense to be saying something to the effect of "look for ways to reduce that result in the least harm/lack or readiness, present proposals that get to [insert your percentage here, ie 75%] of the sequestration numbers, and we can go to Congress with a plan to preserve and protect our capabilities". Rather, it seems like "stick your head in the sand, and if we have too, we will just cut a little lump off your neck"
