I highly doubt it's procedure to cut those cards off immediately like that with bills still left to be paid. Also, I don't think that has been a huge problem with some staffer going out and blowing money on a CC that he would most definitely have to pay back anyways. They normally have other business to conclude afterwards that need funding. Cutting them off the night off is stupid. No two ways about it.
