I'm not really following the point being made, but remember a few things:
1) like Smoot said, the teams have scouts that are looking at both the big schools and the diamond in the rough type schools/players
2) the draft is about 2 things, a players value to your team, and their perceived value to other teams. So if a diamond in the rough type is available at round 3, you still may pass on him thinking that other teams don't see him the same way. So you gamble a bit on that one, and let him slide to the 4th/5th/6th hoping to use trades and slides in order to get him at the lowest draft point possible, but higher than when you miss him.
3) the draft is not a perfect science, one player from a small school most likely will not break your team, but missing on an "obvious" choice can hurt a FO's reputation.
4) ultimately 3rd-7th rounders are players with potential. How you value that potential goes a long way in setting the price point for him.
