Maybe they were afraid of situations with faculty and coaches and the stalls.
It's likely a cost issue. A lot less labor, plumbing, materials, time, etc to build one open shower as opposed to individual stalls.
My middle school and HS had a wall of shower stalls and the open shower.
They never gave us enough time to use them though. 5 minutes to get changed and 3 minutes between classes...we had to literally run to make it to classes from the gymnasium, and were still late most of the time.
After basketball practice/games, I'd go home and shower usually. Hardly anyone used he showers at school. I did a few times like after the mile runs when I'd have a ton of time left. Best part, the fat kids were still trying to make it around the track so I didn't have to see them in the shower. It pays to be fast.
