It is not incompetence. Shanahan has a pair of brass balls and is not afraid to cut a guy that has not been healthy enough to play in a single preseason game. He does not care what the media and fans say. Yet they go to the playoffs almost every year.

Redskins, on the other hand are afraid to admit when they are wrong and (for example) cut someone like Taylor Jacobs, who like Clarrett is never healthy. Freaking Michael Barrow is another example. We held on to him way too long.
That probably contributes to why we have been to the playoff once in 12 years.
