NFL.com news: Former Redskin talks of $100 bonuses handed out by Joe Gibbs
Looks like Gibbs 1.0 was handing out cash himself for "big plays". Granted, it was under the rules at the time because there were no rules regarding this. Quote:

Yes. It's not like Gibbs 1.0 was warned by the league for breaking rules (and the rules were different) and then egregiously continued.

Not only was it legal under Allen and Gibbs 1.0, but the medical community didn't understand the repercussions of repeated concussions on players. My whole family was going crazy when Dexter Manley knocked Danny White out in the playoffs and I'm sure he got a "bonus" the next day. But I don't think anybody viewed it as hurting him, just knocking him out.

I didn't post that to say OMG LOOK GIBBS WAS DOING IT. I even said there were no rules in regards to this type of activity. I posted to show it's was/is a common thing.

i just wish someone would show me what hits were illegal and not punished. also if all of this is so bad then why are the only people who are complaining are in the media but players and former player dont see an issue

Gibbs admits to giving bonuses for big plays within the rules, and back then it wasn't against league policy either.
