Mort was saying on ESPNNews the owners will vote for it at their meeting on Tuesday, which may extend into Wednesday. I think he said one sticking point is going to be the whole "cash over cap" thing with the have and have-not owners battling each other over it.

I still fail to understand why teams who aren't managed as well and don't bring in high levels of resources should be given money by teams that make a profit because they are marketed well.
