I bought a new power supply. Problem follows.
I had already bought some Arctic Silver thermal paste but the Athlon processor and stock fan had some pre-applied thermal paste, which if removed voids the warranty. I guess I'll send the motherboard back to Newegg first, then the cpu/fan.
