The thing is based off of a GMC topkick. Until you step up to a Peterbilt or Kenworth, there really is no beefier vehicle it can be based off of. A Suburban, besides just ground clearance in this case, would be a step down.

Also, the presidential limo has pepper spray cannons that can be tasked when the crowd gets out of hand. Doesn't get much more Bat-Mobile than that.

A lot of the car is classified, so I'm sure there are many more tricks up its sleeve.
