Hard to know if a keen eye at the exact right moment might have prevented this, but certainly the cameras on the street would give the robot judges exactly what they need to see for evidence.
I believe we have had this discussion as a group before and the consistence was it is equivalent to a sucker a punch. Really no way to defend a sucker punch you can certainly retaliate after the first hit but how do you defend something you have no idea is coming.

We don't live in a country where street bombs are common place so when one goes off it is a sucker punch.
