Because, just like Billy did, Eli shows flashes of ability but not the consistency of his older brother. As their careers wore on, the difference in ability became more pronounced. Billy had a definite ceiling to his ability - I am betting that Eli hits his soon (If he already hasn't).

Also, the personalities seem similar, Cal was the studious older brother and Billy the frat boy.

It's more of a prophecy at this point rather than a statement of fact, but each year the comparison becomes clearer and clearer to me.
