According to JLC, we didnt even make him an offer:
Evans Likely to Become Free Agent - Redskins Insider I know we let guys like Cartwright hit free agency last year but i'm pretty sure we atleast offered them some kind of contract first. The only reason I can see not to make an offer at all is that we have no intention of retaining him. Which could mean we have faith in Rob Jackson progressing and we want to get a comp pick for Evans next year OR we have our sights on an impending free agent we beleive would be an upgrade over Evans. I'm very disappointed we didnt atleast offer him some kind of contract. But then again, what do i know? Vinny is far more qualified than me to make these decisions and its not like he's ever steered us wrong before...
