With a rise in fatal accidents caused by elderly drivers; does the nation need stricter rules on licenses?

See thats what happened with my great g-ma....she would have tried to get away, but her car was wrecked...she had injured passengers, and there were too many witnesses at the apts that knew her, where she lived etc.

And like Russell Weller, they proved it in court that he tried to speed away from the carnage, but his car became stopped because the bodies caught underneath the car raised the front wheels off the ground, thereby stranding it....
