From what I understand they didn't work him out before signing him. Obviously a big mistake, but who knows even if they did work him out if it would have changed their opinion.

I still think he has enough arm strength to play effectively, it was his accuracy that was the main problem. That's what makes me think his hammy and/or elbow was bothering him, accuracy problems usually point to problems with mechanics.
