If your parents don't swim there is a good chance they don't like the water and they are not going to know how to teach the children to swim.

I agree. Low income people that do not have access to a pool when they are children usually end up being afraid or embarrassed (or both) to learn how to swim as adults. So they don't get around to learning.
We take it for granted.
