Say what you want but there were others involved ,like it or not.

On cap penalties, union already threw Redskins under the bus | ProFootballTalk

By "say what you want" do you mean anything other than "Yes those are the facts and I admit on this issue that John Mara is a slimeball."? If not what do you mean?

Yes, Demaurice Smith is another slimeball. He sold out the players, by excusing NFL collusion, to keep his job. Do you dispute this?
