John Mara is like a child upset with how the game was going (Redskins/Cowboys getting better with cap help due to uncapped year), so he got the rules changed (the CBA amendment) to gain an advantage. When the Skins and cowboys had broken no rules themselves.
It's pretty cut and dried. John Mara cheated by unfairly handicapping two division rivals, and reinforced illegal collusion to boot.
