Given that this 19 year old kid laid a trail of blood down after the shooting, how inept does that make the Boston Police look?
It wasn't until after the owner of the boat noticed the tarp was moved that the police were notified. Dafuq? |

Look, we don't know actually. But the Boston PD and the FBI did a damn good job. The city was on lock down long before they knew his whereabouts.
