To me, if you have a beef with the government (Abortion clinics/Fed/Congress/President/FBI/CIA/IRS) and thought that violence was the only way to solve the issues, you'd target those areas you had the beef with, not innocent people. Look at the past domestic terrorism and you see they all clearly targeted the people they had issues with.
